Following the conference on humanitarian and human rights agenda of the Brookings-SAIS Project on Internal Displacement and Refugees International in March 2004, Joel Charny, Vice President for Policy, Refugees International and Roberta Cohen, Brookings Nonresident Senior Fellow, Foreign Policy, authored the following suggested agenda for human rights and humanitarian aid in the DPRK.
