15th anniversary of formulating the Three Charters for National Reunification

Warm greetings!

As you know well, 67 years have elapsed since the Korean people have become separated into the north and the south after the 2nd world war. The Korean people have strived for the independent and peaceful reunification of the country without any interference from outside forces during the past 67 years. President Kim Il Sung, the great leader of the Korean nation and the lodestar of the reunification of the country, devoted his whole life for the reunification of Korea to the last day of his life from the beginning of the liberation of the country.

To look back, President Kim Il Sung’s whole life can be said to have been a life of struggle devoted to reunifying his country, expect the period of the anti-Japanese revolutionary struggle for national liberation. From the separation of the country, President Kim Il Sung has laid down many reunification proposals and wisely led the Korean nation for the reunification of the country.

The typical reunification proposals which had laid down by President Kim Il Sung are “Three Principles of National Reunification” (May/1972), “10-Point Program of Great Unity of the Whole Nation for Reunification of the Country” (06/April/1993) and “Proposal for Founding Democratic federal Republic of Koryo” (10/Oct/1980).

15 years ago, in August 4, 1997, the great leader General Kim Jong Il formulated the three principles of the country’s reunification, the 10-Point Program for the Great Unity of the Whole Nation and the plan for founding the Democratic Federal Republic of Koryo, which had been advanced by President Kim Il Sung, as the three charters for the country’s reunification, thus providing a guideline for the Korean nation to adhere to in their efforts for implementing of the cause of the country’s reunification.

The great leader Comrade Kim Jong Il, in his works of August 4, 1997, entitled “Let us carry out the Great Leader Comrade Kim Il Sung’s instructions for National Reunification”, stipulated that the Three Principles of National Reunification, the Ten-pint Program of the Great Unity of the Whole Nation and the Proposal for Founding the Democratic Confederal Republic of Koryo (DCRK) advance by the great leader Comrade Kim Il Sung constitute the three charters for national reunification. And he clarified that the cause of national reunification should be achieved on the basis of the three charters no matter how the situation and circumstances may changes.

He also mentioned that the reunification of the country should be achieved by the nation itself according to the nation’s independent wills and desire since the Korean is the master of the reunification and it is our nation’s problem.

And he instructed that the Korean nation should reject the submission to the stronger and dependence on outside forces and preserve the principle of the national independence in the reunification of the country.

Under the clear principles and ways for the reunification of Korea clarified by President Kim Il Sung and General Kim Jong Il, the historic North – South Joint Declaration which has the basic sprit of the idea of “By our nation itself” was adopted in June 15, 2000 and, in October, 2007, the second North-South Summit was held and October 4 Declaration, the active plan for June 15 Joint Declaration, was adopted again.

From that time, the new era of the independent reunification has been opened when the entire Korean nation cooperate for the reconciliation and unity and to solve the reunification issue by our nation itself.

But today, the north-south relations have been driven to the furthest extreme of confrontation and rupture, the state that can be no longer redressed.

When the historic north-south summits took place, all Koreans and the whole world burst into cheers, calling it a dramatic handshake and an event of touching the hearts of seventy million Koreans and saying that the door to reunification is open. But, the then deep emotion and excitement can be hardly felt in this land, where there is a raging wind of confrontation between fellow countrymen.

This is entirely because of the Lee Myung Bak group of traitors.

From the very first day Lee Myung Bak group drove the north-south relations to total catastrophe.

Lee Myung Bak group claimed that the joint declarations their predecessors had adopted with the north were “null and void” and that they were “not obliged to implement them,” and had created distrust and drove the relations into the extreme hostile relations by denying the reconciliation, unity and reunification of the nation and clinging to the confrontation of the nation and system.

The Lee Myung Bak group of traitors is even now debasing the dignity of the supreme leadership of our Republic and planning the extra-large political-motivated state – sponsored terrorism against the DPRK with the U.S. which is treachery to the nation.

The Lee Myung Bak group of traitors is making desperate efforts to get rid of the position where it is attacked from all sides but the significance and influence of the historic Three Charters for National Reunification, which is deeply enshrined in the minds of all the Korean people and whose truth, viability, validity and vitality have been fully confirmed, do not get weakened due to any obstruction on the part of the group of traitors.

We, celebrating the 15th anniversary of formulating the “Three Charters for National Reunification” by General Kim Jong Il, express our firm belief that you and your organizations will send your full support and solidarity to the Korean people in their struggle for the independent and peaceful reunification of Korea.
